Thank you for the recommendation and quick response. Was able to successfully create the VRT and read and reproject in rasterio.

The data is delivered as a sequence of TIF files tiles as 10x10 degree granules. For example the granule starting at 10N and 10E is here: https://storage.googleapis.com/global-surface-water/downloads2020/occurrence/occurrence_120E_40Sv1_3_2020.tif 

I was wondering what the best way to read all the data intersecting an AOI was (without having to manually merge all the data)
